1864-1866 - Collegiate Registrar N.F. Geinish , who received his first class rank on December 3, 1850, and served as a supervisor from June 30, 1864, with a salary of 125 rubles and a mess allowance of 75 rubles. A total of 200 rubles per year. Upon his dismissal, the audit found a shortfall of 16 rubles 65 kopecks. After handing over his affairs, he departed for Nikolaevsk without repaying the debt. They searched for him for a long time, but couldn't find him, and in desperation, they "dropped" N.F. Geinish from the debt.

From September 30, 1866 to November 3, 1869, Collegiate Registrar V. Ya. Raspopin was accused of a shortfall of 707 rubles and 86 kopecks upon leaving his post. He defended himself at length, refusing to accept the findings. The case dragged on until 1893, and he was eventually acquitted.

1869 - 1873 - paramedic Popov E.I. , who replaced Raspopin V.Ya., discovered that he had embezzled 707 rubles 65 kopecks and reported this to the Ikrutsky Prikaz of Public Welfare.

From December 20, 1873 to October 2, 1875 - Collegiate Registrar M.M. Gibanov , born in 1840 to a blacksmith's family, studied at the Nerchinsk Private School, was a candidate for a scribe in the Nerchinsk Military Loan Commission, then transferred to the Mining Directorate. By decree of the head of the Irkutsk Governorate on December 20, 1873, he was appointed Supervisor of the Turkinsky Mineral Institutions with a salary of 300 rubles per year. He was dismissed from his position upon petition. During an audit, a fine of 234 rubles 71 kopecks was imposed on M.M. Gibanov for undelivered state property. He subsequently held various positions in the Mining Department of the Main Directorate of Eastern Siberia.

From October 2, 1875 to September 1, 1877 - Titular Councilor Zharkov P.F. , son of a titular councilor, was born in 1814. He studied at the Troitskosavsky District School, entered the service on February 22, 1834, on the staff of the Kyakhta Customs Office as a sub-clerk, and was promoted to clerk. He then worked in various positions in various places. By the decree of the head of the Irkutsk Province dated October 2, 1875, he was appointed superintendent of the Turkino institutions with a salary of 300 rubles per year. In 1877, he was transferred to the position of accountant and clerk of the Irkutsk Kuznetsov Hospital with a salary of 400 rubles per year, then superintendent of the Nizhneudinsk Hospital.

From September 1, 1877 to December 1885, V.E. Nizhegorodtsev , a retired sergeant major of the Transbaikal Cossack Host, was born in 1816 and descended from Cossack children in the Transbaikal region. He studied at the Nerchinsk District School, served as a Cossack in the Akshinskaya hundred of the Tsurukhaituevsky border department, and as a sergeant major in the Transbaikal City Cossack Regiment, commanding the 4th hundred. He was removed from command for misconduct and referred to the court and investigation. He then served in various positions, was promoted to sergeant major, and commanded a cavalry regiment. He later served in the Nerchinsk mining plants and was discharged from service for length of service. In 1878, the Order asked him if he wished to transfer to a civilian rank, but he refused, as he would lose 220 dessiatines of land from the Cossack army instead of board and lodging for his 25th year of service. He also declined a promotion to civilian rank. 

He began his work as a caretaker well, even receiving a commendation from the Governor-General of Eastern Siberia. But over time, due to a lack of oversight, he began to go further and further. The newspaper "Siberia" published an article about the ill-being of the hospital and the institution (the premises were in a deplorable state, maintenance was expensive—the caretaker had a monopoly, the baths were unkempt, and overall, the use of the waters was expensive and ineffective). The Order of Public Contempt, through its employee Savinsky, defended  V.E. Nizhegorodtsev and recognized the newspaper's publication as unfair. Then, in 1882, an audit resulted in the caretaker receiving a tax bill of 514 rubles and 21 kopecks, which was deemed misappropriation.

In 1882, a permanent doctor arrived, took up the case  of V.E. Nizhegorodtsev , and forwarded information "regarding his illegal actions" to the Irkutsk Prikaz, which considered it very serious and requested the military governor of the Transbaikal Region to order an investigation. It's unknown how the case would have ended, but in late 1885, the caretaker, V.E. Nizhegorodtsev, died.

1885-1886 - Provincial Secretary Agarkov E., before being appointed as a supervisor, served as an assistant to the police bailiff of the second part of the city of Irkutsk. It is known about his activities as a supervisor that he came into conflict with the doctor Kraevsky A.K. and on June 17, 1886, Agarkov E. submitted a request for dismissal "due to poor health."

E. Agarkov transferred the property to I.F. Borisovsky , about whom only "state debts" were known. Doctor A.K. Kraevsky reported to the Prikaz that the debts had not been repaid, and in February 1887, I.F. Borisovsky was appointed to the position of judicial investigator at the Transbaikal District Court.

From January 15, 1887 to May 29, 1894, Provincial Secretary I. I. Pakhomov was born in 1843 and descended from the children of senior officers. He attended the Irkutsk Provincial Gymnasium, but did not graduate. He entered service on March 22, 1861, as a clerk at the Irkutsk Prikaz of Public Welfare. Upon request, he was dismissed, then rehired as a general provincial administrator without pay, then dismissed twice and hired in various positions. As a supervisor, he received a salary of 300 rubles per year. By decree of the Governing Senate in 1887, I. I. Pakhomov was promoted to collegiate secretary with seniority and dismissed upon his resignation.

From May 29, 1894 to December 31, 1899 - 3rd class clerk Veselov I.N. , son of a merchant from Verkhnelensk, Irkutsk region, born in 1864. He studied at the Irkutsk Technical School, but did not graduate. He entered the postal service, was dismissed upon resignation in 1887, and in 1894 became the caretaker of the Turkinsky mineral waters.
